On Oct. 29, 2024, the transition from NCTS to DVA is scheduled to meet current UCC standards. It is not a gradual transition with a transition period, but truly a BIGBANG. All economic operators who prepare transit documents will have to submit their returns in the new DVA starting this day.
As previously reported through all kinds of channels, we are now several months live with NCTS P5 in Luxembourg. Below, we are happy to share some key insights within our Customs Streamliner® application and experiences we have gained during this implementation.
For the simplified procedure, it is essential to fill in your authorization correctly in the 'Documents' tab at the main level:
Customs will determine whether the normal or simplified procedure applies based on this information. Within the application, use the 'Simplified procedure/Simplified procedure' check box to verify that all requirements have been met.
The location of the goods must match the location listed in the permit (authorized consignor/addressee). Make sure you have this information handy. If not, contact your customs office to obtain the correct information. Without this information, you cannot file a declaration in a simplified procedure.
According to the latest information, the guarantee reference number (GRN) and the corresponding PIN for DVA can be taken from the NCTS system.
The structure of declarations is undergoing a significant change in the DVA system. The two-layer transit declaration, which currently consists of a general declaration and item level, will become more detailed. Indeed, at item level, it will be broken down into 3 layers:
Eventually, it will become mandatory to enter the 6-digit HS code. In the first phase, however, this will not be the case until all countries have switched to NCTS P5 (Phase 5). It is also new that Customs will register all incidents in the digital system, this office role 'office of incident' will be added to the declaration system. Other changes of which you should be aware is that the TAD (transport document) will no longer be mandatory, although the layout has been adapted to the new system.
The biggest changes are mainly behind the scenes such as the message format changing from edifact to XML. Stream Software has been unburdening and preparing to go live and guiding all of our customers for some time.
