On Oct. 29, 2024, the transition from NCTS to DVA is scheduled to meet current UCC standards. It is not a gradual transition with a transition period, but truly a BIGBANG. All economic operators who prepare transit documents will have to submit their returns in the new DVA starting this day.

Learnings from Luxembourg NCTS EUC for transition to DVA

As previously reported through all kinds of channels, we are now several months live with NCTS P5 in Luxembourg. Below, we are happy to share some key insights within our Customs Streamliner® application and experiences we have gained during this implementation.

Simplified Procedure

For the simplified procedure, it is essential to fill in your authorization correctly in the 'Documents' tab at the main level:

  • Authorization code list:
  • Code C521: Authorized consignor (departure)
  • Code C522: Authorized consignee (arrival).
  • Valid reference number: Refers to the authorization

Customs will determine whether the normal or simplified procedure applies based on this information. Within the application, use the 'Simplified procedure/Simplified procedure' check box to verify that all requirements have been met.

Goods Location Code

The location of the goods must match the location listed in the permit (authorized consignor/addressee). Make sure you have this information handy. If not, contact your customs office to obtain the correct information. Without this information, you cannot file a declaration in a simplified procedure.

  • General tip: Keep a record of your authorizations available, as they will likely be needed during go live.
Warranty Reference Number (GRN) and access code

According to the latest information, the guarantee reference number (GRN) and the corresponding PIN for DVA can be taken from the NCTS system.

  • Action Item: Confirm with your local customs contact to verify that the same GRN will be used or that a new one must be requested. This will avoid delays and ensure a smooth transition to the new system.

What specifically is changing?

The structure of declarations is undergoing a significant change in the DVA system. The two-layer transit declaration, which currently consists of a general declaration and item level, will become more detailed. Indeed, at item level, it will be broken down into 3 layers:

  1.        Consignment
  2.        House consignment
  3. Consignment intem

Eventually, it will become mandatory to enter the 6-digit HS code. In the first phase, however, this will not be the case until all countries have switched to NCTS P5 (Phase 5). It is also new that Customs will register all incidents in the digital system, this office role 'office of incident' will be added to the declaration system. Other changes of which you should be aware is that the TAD (transport document) will no longer be mandatory, although the layout has been adapted to the new system.

The biggest changes are mainly behind the scenes such as the message format changing from edifact to XML. Stream Software has been unburdening and preparing to go live and guiding all of our customers for some time.

How does Stream Software support our customers during this transition?

Stream Software attempts to prepare current customers for the new DVA as best as possible, in part by sending out detailed newsletters and providing an online information page that includes a webinar, manuals and an FAQ section.

  • Activation of the DVA module: The module is activated within the Customs Streamliner® application.
  • Legal Compliance: The legal basis of the module has our highest priority, immediate focus on the correct submission of documents. Any additional functionality will be added as needed after going live.
  • Template conversion: Templates are converted as far as possible.
  • Scenario conversion: Scenarios withinCustoms File are converted.
  • Integration with ILS and invoicing modules: A link is provided with our invoicing tools,so that documents can be automatically settled.
  • Hypercare support: A dedicated DVA task force team will be on standby in the first few weeks after going live to specifically guide customers through the transition

Finally, be sure to watch the webinar made available by Dutch Customs on their website explaining the differences between NCTS and DVA.

Stream Software will of course keep everyone updated on new developments.
